## Why these answers are right

**27. ii.** Section B describes the district's isolation in the rainy season, then the Phase I research, including a survey of over 400 households showing how transport time was used. Its point is that problems had to be understood first, matching ii, identifying the main transport problems.

**28. v.** Section C covers Phase II, when a number of approaches were implemented to improve mobility and access to transport: road work, safer paths, donkeys and a local wheelbarrow. These first measures for mobility and means of transport fit heading v.

**29. x.** Section E defends starting the project at the level of district government. The writer says it would have been hard to respond to villagers without the support and understanding of district authorities. That support is the co-operation of district officials, heading x.
