## Why these answers are right

**2. C.** This solution concerns authorities seeking the right to enforce pollution laws. Paragraph B reports that "Local authorities in London are campaigning to be allowed to enforce anti-pollution laws themselves", since only the police can do it now, so the location is London, C.

**3. A.** The statement describes charging drivers by the roads they use. Paragraph B calls renting out road space the way of the future in Singapore, and paragraph F describes its transmitters that "charge drivers as they pass certain points", so the answer is A, Singapore.
